According the NCG report (4754232-008) the coin is UNC DETAILS, or shows no wear or evidence of circulation. Uncirculated. It also states OBV DAMAGE, when the obverse of a coin displays any form of destructive contact that may not be defined more precisely.
Additional Notes
For the first time in 2019, the U.S. Mint in West Point, New York produced quarters as part of the ongoing America the Beautiful quarters series. This only lasted two years, 2019 and 2020, with only two million Lowell Quarters being produced that bare the W mint mark. That may seem like a lot, but the Philadelphia and San Francisco mints produced 348,000,000 of the Lowell quarters, making the West Point quarter incredibly rare!
